The board of the Communications Authority of Kenya (CA) last Friday suspended the parastatal’s boss Francis Wangusi for 3 months to allow it conduct what it called “an audit independent of the human resource function” at the authority.
In a brief announcement posted on its Twitter account, CA stated: “The audit will be carried out following a decision of the board of directors to organise the organisation, structure, promotions and training at the authority…. The decision was reached at the board meeting held on Friday January 12, 2018. At the meeting, the board appointed Mr Christopher Kemei as acting Director General. Mr Kemei is the director of Licensing, Compliance and Standards at the authority.”

The statement doesn’t provide any further details about the investigation and whether Wangusi had been involved in or influenced trainings and promotions at the organisation.

The suspended DG is currently serving his final 4 year term at the helm of the communications industry regulator. Wangusi was appointed for the second 4-year from August, 2015 after emerging the overall best candidate in an interview conducted by the Board and which attracted a total of six shortlisted candidates. This means that his second and final contract at CA has more than a year to go, before expiring in June 2019.
Wangusi has been the CA boss since 2012.
The suspended DG previously served as Director in the departments of Broadcasting and Licensing Compliance & Standards respectively in the organization. Prior to joining the Authority, he had served as a Senior Lecturer in the Department of Telecommunication Engineering at the Multimedia University College of Kenya.
“During his tenure at the helm of Kenya’s ICT regulatory body over the last three years, Mr Wangusi is credited with leading the process of transformation of the regulator into an independent Authority; facilitating the growth of ICT industry, making ICT assume an increasingly strategic role in the growth of the country’s economy and a major contributor to the country’s GDP. It is during Mr. Wangusi’s tenure that Kenya’s telecommunications market grew to be rated the 3rd largest in Africa. In the same period Kenya was rated 2nd best among African countries on internet usage,” CA said in a statement following his appointment to a second term.
The CA board is currently composed of Ngene B. Gituku (chairman), Judy Munyinyi Mumo, Beatrice Gathirwa, David Kitur, Kentice Tikolo, Levi Obonyo, Patricia Kimama, Paul Kukubo, Mugambi Nandi and Christopher Guyo,
