Jerome Ochieng, former IFMIS boss, appointed new ICT PS, replacing Kyalo and Itemere

Jerome Ochieng’, the immediate director at the Treasury’s online procurement system, Integrated Financial Management and Information System (IFMIS), is set to take over as the new Principal Secretary (PS) in the Ministry of ICT, replacing Victor Kyallo.

This follows Ochieng’s nomination on March 13 by President Kenyatta and subsequent vetting by Parliament’s Departmental Committee on Communications, Information & Innovation on Monday March 26, 2018.

He was nominated together with Harry Kimutai (as PS for Livestock); Alfred Cheruiyot (as PS for Correctional Services); Prof Fred Sigor (as PS for Irrigation); Susan Komen (as PS for East African Community); and John M. Omenge (as PS for Mining).

Ochieng’ has been the head of the IFMIS, the government’s automated procurement system – which has taken everything online, automating all processes from requisition, tendering, contract award, to payment. The shift from manual to electronic procurement was aimed at making public procurement more efficient, effective and to enhance visibility and accountability at all levels of the procurement process.

Apparently, the Ministry of ICT will from now on have only one PS for ICT, unlike previously where it had two PSes – that is Victor Kyalo as the PS for ICT & Innovation and Sammy Itemere as the PS in charge of Broadcasting and Telecommunications. Victor Kyalo is the former CEO of the ICT Authority, now being headed in an acting capacity by Robert Mugo. Mugo has held the role in acting capacity for over two years, a situation which has made many to question why he can’t be either confirmed or a new substantive head appointed in his place.

Even though there’s speculation that Kyalo may go back to his previous role at ICT-A, the fate of Sammy Itemere who is not an ICT industry veteran, remains to be seen.
