Eliud Owalo, the former ICT and Digital Economy CS, is among the casualties in President Ruto’s proposed list of new cabinet secretaries released today. In the first batch of nominees featuring 11 names, Eliud Owalo – who has been serving in the ICT and Digital Economy docket since the Kenya Kwanza coalition assumed the government – has been replaced by Margaret Nyambura Ndung’u.
Should Margaret Nyambura Ndung’u’s nomination sail through parliament’s vetting exercise, she’ll assume the role of the new CS for ICT and Digital Economy. In this position, Nyambura – an ICT policy expert with over 20 years of work experience in research and projects’ management gained from the non-profit, private sector, and academia – will be deputised by the docket’s two PS’s – that is Eng John Tanui and Prof Edward Kisiangani.

According to her profile on Research ICT Africa, where she served as Research Associate, Nyambura has extensively consulted for the public sector, working on national and regional projects funded by IDRC, Worldbank, NEPAD, International Trade Center and Vodaphone among others. Her research interest is in ICT innovations and development. Her work has informed policy particularly in the ICT Sector in Kenya.
Dr. Ndung’u is currently the lead Kenya Partner for Research ICT Africa, where she oversees, manages and coordinates country research projects. She has published in journals and books on use and application of ICTs in promoting development for enhanced quality of life. She also lectures part time at the School of Computing and Informatics, University of Nairobi and has supervised MBA students at the Business School, Tshwane University of Technology in Pretoria, South Africa. She holds a PhD in Information Systems, an MBA in Management Science; and a BSc. in Information Sciences.
The nomination of the new CS candidates is the culmination of the sacking of the entire Cabinet by Ruto in July 11, 2024, leaving only Prime CS Musalia Mudavadi and DP Rigathi Gachagua.
Assuming he’s not nominated and appointed to a new position in the reconstituted Cabinet, this could mark the end of Owalo’s service and (brief) tenure in Ruto’s administration.
Owalo has worked as an Economist, Management Consultant and Strategy Expert between 2001 – 2022. Until his appointment as CS, he was a practicing Managing Consultant at Eliud & Associates (E&A) Management Consultants, an International Management Consultancy and Training firm. He holds a BA Degree in Economics and Business Studies from Kenyatta University, an MBA Degree in Human Resource Management from the University of Nairobi and is currently a Doctor of Philosophy (PhD) Candidate in Strategic Management at the University of Nairobi. He is a Fellow of the Institute of Human Resource Management (FIHRM); Member of the Professional Trainers’ Association of Kenya (PTAK); and a former Director/Council Member of the Kenya School of Government (KSG).
Owalo‘s lead consultancy assignments in both the Public and Private Sectors have focused mainly on Macro and Micro-Economics; Strategic Planning; Business Planning; Organizational Re-structuring; Job Evaluation and Pay Structure Architecture; Performance Management; Management of Strategic Change; Training Needs Assessment (T.N.A.); Organizational Design/Development; Executive Search, Selection and Placement (Recruitment); Human Resource Audit; Market Research/Surveys; and Feasibility Studies.
The outgoing ICT and Digital Economy CS succeeded Joseph Mucheru who served in the same position from late 2025 to late 2022 when the new government assumed office.
